In a small bowl, add condensed milk, evaporated milk and remaining whole milk and mix well. With a fork, poke holes on the top of the cake. Drizzle milk mixture evenly over the cake then refrigerate for at least 1 hour, or overnight. In a stand mixer, add 3 tablespoons sugar, heavy cream and 1/2 teaspoon of vanilla extract. Whip until soft peaks form. Spread whipped cream evenly over the cake and sprinkle with cinnamon.
