Stir in the minced onion & garlic and saute until meat is browned about 10 minutes. Stir in the sugar, basil, fennel, oregano, 1/2 teaspoon salt, pepper, and 1/4 cup parsley. Pour in crushed tomatoes, tomato paste, tomato sauce, and stock. Stir well and reduce to a simmer for at least 1 hour, if not 4 (I recommend a longer cook - the flavors will deepen). In another large saucepan, combine lasagna noodles and enough hot tap water to cover, and set aside to soak for 30 minutes, or until tender. Drain and set aside. Meanwhile in a large mixing bowl, combine the ricotta cheese, egg, remaining parsley & salt and nutmeg, stir well. Chill in the refrigerator until needed. Preheat oven to 375 degrees. Lightly coat a large casserole dish (9 X 13) with cooking spray. Spread about 1 cup of sauce in the bottom of the prepared pan. Place 4 noodles on top. Spread with 1/3 of the ricotta cheese mixture. Top with 1/4 of mozzarella cheese slices. Spoon 1 1/2 cups meat sauce over mozzarella, then sprinkle with 1/4 cup Parmesan cheese. Repeat 2 more times to create 3 complete layers. Place a final layer of pasta on top and cover with remaining sauce. Top with remaining cheese and cover loosely with a sheet of aluminum foil. Bake for 25 minutes. Remove foil and bake until cheese is melted and golden brown, about 25 more minutes. Allow the lasagna to sit on the counter at room temperature for at least 15 minutes before serving (this will allow everything to settle, and it will be easier to serve).
